摘要：We argue that an institution, if it is to be effective, requires centralised rights to interpret other rights and that such centralised rights must be allocated to parties with intrinsic, rather than external, motivations to perform their duties. We differentiate the centralised rights to interpret other rights from centralised rights to public policies and explain why centralised rights to interpret other rights can be exercised collectively whereas centralised rights to public policies may not. Our analysis suggests a fundamental reason why a developing economy is unable to develop on a blink of eyes.
 
演講者簡介：車嘉華，復旦大學經濟學院教授。1996年獲得美國斯坦福大學經濟學博士學位。曾執教于美國圣母大學經濟系、美國伊利諾伊大學香檳分校、香港科技大學、香港中文大學，并作為斯坦福大學經濟政策研究所訪問學者，美國加州大學伯克利分校訪問助理教授與比較經濟學雜志(JOURNAL OF COMPARATIVE ECONOMICS)編委。研究領域主要涉及比較制度分析、中國經濟、政治經濟學、公司理論以及發展經濟學。論文曾發表于Review of Economic Studies、Quarterly Journal of Economics、Journal of Public Economics等頂尖雜志。
