摘要:The patent system is by design market-based and decentralized, encouraging innovators to make decisions making use of their private information on innovation that is inherently uncertain and unpredictable. Paradoxically, the Chinese government has taken a top-down planning approach, setting quantitative annual targets for innovation and patenting. The result has been a “Christmas rush” in domestic patent applications, even though the Chinese equivalent of the Christmas vacation occurs later, in the Chinese New Year. Relative to foreign applicants, Chinese institutions have tended to apply for more patents at year’s end. These applications are of lower quality both in term of their grant rates and their forward citations. China’s planning for patenting appears to lead to distorted incentives, resource waste and worsening of patent quality.


演講者簡介:孫震,美國加州大學伯克利分校在讀博士。他的主要研究領域為“Using the IP system in Promoting Innovation and Economic Growth”。他已在Transportation Research Board和Computational Economics上發表論文。
