主題：布坎南公共選擇理論對中國漸進式改革的啟示

摘要：This study attempts to resolve a long-held puzzle that Buchanan’s theories cannot be applied to contemporary China’s reform practice. Based on Buchanan and Tullock’s classic The Calculus of Consent (1962), I construct a theoretical framework of collective choice-making that deems contemporary China’s incremental political reform as an evolving process of implicitly contractarian collective actions within and across the constitutional and institutional levels. I divide the population into two groups - "strong group-party members" and "weak group- common citizens.” It is concluded that public choice theory offers an alternative explanation to China’s incremental reform.

演講者簡介：張永璟，現任加拿大渥太華大學(University of Ottawa)公共與國際事務研究生院和經濟學系助教授。獲南京大學經濟學學士和碩士、卡耐基梅隆大學政治經濟學碩士、喬治梅森大學經濟學博士，曾執教于美國瓦薩學院與中西州立大學。師從Gordon Tullock, Otto Davis, Charles Rowley等第一代與第二代公共選擇經濟學家，曾擔任諾獎得主James Buchanan學術助理，致力于公共選擇理論與中國改革開放實踐的相互借鑒。在Public Choice, European Journal of Political Economy, China Economic Review 等國際匿名評審期刊發表學術論文多篇。
