【主講】馬芥 （西安交通大學(xué)金禾經(jīng)濟(jì)研究中心助理教授） 【點(diǎn)評】孫文凱 （中國人民大學(xué)經(jīng)濟(jì)學(xué)院副教授） 【Abstract】This study provides evidence of the impact of health insurance on fertility decisions in the context of young adults. The Affordable Care Act young adult provision has been shown to expand private health insurance coverage for the age group 19-25. Having health insurance improves access to family planning services and could reduce unintended pregnancy. It also decreases the price of avoiding a baby by detaching the fertility decision from marriage and sexual behaviors and would lead women to have fewer babies. However, improved health insurance access during pregnancy pays for prenatal care and delivery and can encourage child bearing. Using birth certificate data and a difference-in-differences study design, we examined the impact of the provision on fertility rates, prenatal care and birth outcomes by comparing the affected group to slightly older adults. We found that the young adult provision reduced fertility rates by about 7% in the first 3 years following the policy change. The insurance gain was about 4%, suggesting an elasticity of 1.75. We also found increased the share of children born to unmarried, minority, or less educated mothers. The evidence also suggests that the provision encouraged earlier initiation of prenatal care and reduced maternal smoking and pregnancy complications. However, birth weight and gestational age seemed to be non-responsive to the provision. 主講人簡介：馬芥2010年畢業(yè)于中國人民大學(xué)獲經(jīng)濟(jì)學(xué)本科學(xué)位，2016年畢業(yè)于美國印第安納大學(xué)獲經(jīng)濟(jì)學(xué)博士學(xué)位。她的主要研究領(lǐng)域是健康經(jīng)濟(jì)學(xué)、醫(yī)療衛(wèi)生政策和公共衛(wèi)生。馬芥已有若干成果發(fā)表于國際健康類期刊上。       勞動經(jīng)濟(jì)學(xué)研討會繼承之前的勞動與發(fā)展經(jīng)濟(jì)學(xué)研討會，關(guān)注勞動經(jīng)濟(jì)學(xué)熱點(diǎn)問題和前沿文獻(xiàn)。勞動經(jīng)濟(jì)學(xué)研討會的學(xué)術(shù)活動有兩種形式：前沿文獻(xiàn)選讀和同行學(xué)術(shù)交流。前沿文獻(xiàn)選讀由勞動經(jīng)濟(jì)學(xué)教師團(tuán)隊(duì)選擇本領(lǐng)域頂尖雜志的前沿文獻(xiàn)，采用學(xué)生宣講、老師點(diǎn)評的方式加強(qiáng)人才培養(yǎng)、促進(jìn)本領(lǐng)域內(nèi)師生的廣泛交流。同行學(xué)術(shù)交流將邀請相關(guān)領(lǐng)域知名學(xué)者或頂尖高校畢業(yè)的博士就已形成的高水平工作論文進(jìn)行深入討論。兩類活動將視需要而定頻次。歡迎相關(guān)領(lǐng)域老師和同學(xué)關(guān)注并參加！如有意作為點(diǎn)評老師或宣講學(xué)生參加前沿文獻(xiàn)選讀活動，可以聯(lián)系經(jīng)濟(jì)學(xué)院宋揚(yáng)老師（ys337@ruc.edu.cn）。
