      The Political Foundations of China`s Growth and Welfare Spending                     本次公共經(jīng)濟(jì)學(xué)研討會邀請到英國曼徹斯特大學(xué)經(jīng)濟(jì)系王曉兵博士做學(xué)術(shù)演講。                     時間：1月4日，星期三，10:00—11:30                     地點：中國人民大學(xué)明德主樓734會議室                     作者簡介：              王曉兵博士是英國曼徹斯特大學(xué)經(jīng)濟(jì)學(xué)系助教授，畢業(yè)于倫敦經(jīng)濟(jì)學(xué)院和倫敦大學(xué)國王學(xué)院。主要研究領(lǐng)域包括1）長期宏觀經(jīng)濟(jì)增長理論尤其是經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型，政府與市場，及公共服務(wù)； 2）中國經(jīng)濟(jì)發(fā)展尤其是農(nóng)村勞動力轉(zhuǎn)移等。在曼徹斯特大學(xué)為高年級本科生及研究生開設(shè)有關(guān)中國經(jīng)濟(jì)，增長發(fā)展與經(jīng)濟(jì)變遷等課程，為工商管理碩士講授比較優(yōu)勢與競爭優(yōu)勢等課程。 同時指導(dǎo)多名博士生。擁有豐富的媒體經(jīng)驗，經(jīng)常應(yīng)英國廣播電視公司的電視新聞，世界報道，及中國媒體等之邀，評論有關(guān)世界經(jīng)濟(jì)及中國事務(wù)。                     講座簡介：              This paper develops a political economy model to study the growth and welfare implications of China’s political promotion mechanism. It shows that 1) regional competition and fiscal interactions among local areas would lead to a “race to the top” in the provision of productive public goods, and a “race to the bottom” in terms welfare spending; 2) the perceived political promotion system induces local officials to maximize growth by allocating more public fund to growth and less for welfare support; 3) the remarkable economic performance is achieved at the cost of the wellbeing of the poor; 4) China’s political selection mechanism may be growth-enhancing but may not be utility-maximizing.                                聯(lián)系人：呂媛媛 62511058
