摘要：Trade liberalization generates winners and losers within a country. How do policies respond? In this paper, we investigate the responses of local governments to tariff liberalization in China. Tariff reductions reduced local fiscal revenue, mainly through lowering tax revenue from value-added tax and corporate income tax. More than 40% of this tax revenue reduction is due to a lower effective tax rate, suggesting that local governments loosened tax collection enforcement to compensate firms adversely affected by tariff cuts. On the other hand, tightened fiscal revenue constrained local government`s ability to provide social welfare programs or public goods, both of which we do not find positive responses.? ? ? ? ? ? ? ? ? ? ?

主講人簡介:戴覓，北京師范大學經濟與工商管理學院副教授。美國哥倫比亞大學、美聯儲紐約銀行訪問學者，北京大學經濟學博士。主要研究方向為國際貿易與發展經濟學。研究成果發表于Journal of International Economics, Journal of Development Economics, The World Economy 等國際期刊以及《管理世界》、《經濟學（季刊）》、《世界經濟》等中文期刊。研究成果獲 “安子介國際貿易研究優秀論文獎”，“浦山世界經濟學優秀論文獎”。 ? ? ? ? ? ? ? ?
