【摘要】：We examine the effect of state capacity on economic development under two distinctive economic systems in rural China. In 1978, China began its transition from a planned economy to a market economy. Focusing on the rural province of Sichuan, we investigate if local communist party strength mattered to developmental outcomes in 1957--78 (Maoist period) and in 1978--85 (reform period). To tease out causal effects, we use the route of the Long March, a military retreat undertaken by the Red Army in 1934--35, as an instrument. We find that counties with more communist members recorded faster output growth and registered lower mortality rates during the reform period, but not before 1978. In fact, party membership number is positively associated with mortality rate during the Maoist period. Our findings suggest that state capacity could indeed accelerate development, but the effect is substantial and unambiguous only when the state seeks to complement the market instead of substituting it.
 
【演講人簡介】
陸毅現(xiàn)為新加坡國立大學經(jīng)濟系副教授，主要研究國際貿(mào)易、中國經(jīng)濟和應用微觀經(jīng)濟。陸毅教授在Review of Economics and Statistics 、Journal of International Economics、American Economic Journal、Journal of Urban Economics、Journal of Comparative Economics等國際知名雜志發(fā)表論文近30篇，也在國內(nèi)刊物如《經(jīng)濟學（季刊）》《管理世界》等發(fā)表論文十余篇。
