題目：Re-defining China’s Energy Security: A Synthetic Approach

報告摘要：

The literature on energy security in China is growing but not always illuminating. In particular, it fails to clearly explain, critically analyze and ideally predict China’s energy security policies, their effectiveness and their impacts. This deficiency results, in part, from some core epistemological difficulties. The purpose of this study is to propose and demonstrate a (more) synthetic approach for analyzing and explaining energy security

policies in China. It aims to articulate the perspectives of key Chinese policy actors on energy security and explain how these perceptions are framed by, and co-evolve with, the energy security issues faced by the state. Our analysis is verified by our interviews with key actors from national oil companies, international oil corporates, independent firms, government agencies, energy institutes and financial sector in Hong Kong and in Beijing.

作者簡介：

Guy Leung is Lecturer of the Master of Social Science in Global Political Economy Programme at Chinese University of Hong Kong. He is also Research Associate of the European Centre for Energy and Resource Security at King’s College London and Visiting Scholar of the Center for Energy and Environmental Policy Research at Beijing Institute of Technology. Trained as an economic geographer, Leung is interested in the geopolitical economy of energy, especially the trans-local production networks of oil and gas industry in China. He is currently working on a three-year project on the natural gas industry in China with particular emphases on actors, networks, embeddedness, institutions, scale and space. He reviews manuscripts for Applied Energy, Energy Policy, Renewable and Sustainable Energy Reviews, Energy Strategy Reviews, Energy and Power Engineering, International Journal of Global Energy Issues and Economic Modeling.
