謝丹夏，清華大學(xué)社科學(xué)院經(jīng)濟(jì)所博士生導(dǎo)師，副教授。獲芝加哥大學(xué)經(jīng)濟(jì)學(xué)博士，哈佛大學(xué)公共政策碩士，杜克大學(xué)計(jì)算機(jī)碩士。從事數(shù)字經(jīng)濟(jì)、法律經(jīng)濟(jì)學(xué)、宏觀、金融、國(guó)際、勞動(dòng)經(jīng)濟(jì)學(xué)等領(lǐng)域的理論與政策研究。論文發(fā)表于PNAS、American Economic Review、Management Science、《經(jīng)濟(jì)研究》等國(guó)內(nèi)外頂級(jí)期刊。首創(chuàng)提出“數(shù)據(jù)創(chuàng)新內(nèi)生增長(zhǎng)理論”、“監(jiān)管增長(zhǎng)理論”，并出版數(shù)字經(jīng)濟(jì)領(lǐng)域英文專著一部(Palgrave Macmillan 出版)。曾任職于世界著名智庫(kù)彼得森國(guó)際經(jīng)濟(jì)研究所，早年曾參與我國(guó)第一個(gè)CPU北大“中國(guó)芯”(1999年)的研發(fā)?，F(xiàn)主持國(guó)家自然科學(xué)基金面上項(xiàng)目“數(shù)字平臺(tái)動(dòng)態(tài)對(duì)社會(huì)福利與金融穩(wěn)定的影響”，并參與多項(xiàng)自科重大及社科重大項(xiàng)目。

摘要：

We build an endogenous growth model to study the optimal design of data rights in a data economy. Analysis shows that the duration of data rights protection can significantly affect long-term economic growth through three channels: consumers' privacy concerns, the incentives to develop processed data, and the bargaining power between data intermediaries and the innovation sector. Moreover, the optimal length of data rights is relatively longer than traditional intellectual properties but finite. It also increases with the privacy cost of public data and decreases with the discount rate of privacy concerns.
